Unfortunately, you cannot connect the Surface RT directly, like a regular monitor via an HDMI or DisplayPort cable. This model has its limitations. But that doesn't mean the task is impossible. There are workarounds that allow you to achieve the desired result using special programs.
In this article, we'll look at one of the working methods that will help you turn your Surface RT into an additional screen. You will need to install simple software on both devices that will create a wireless connection between them. Let's see how it works in practice.
Preparing the Surface RT tablet

Step 3: Now, install both libraries one by one and install the previously downloaded (.AppxBundle).

Note: to be able to install apps outside of the Store, go to Tablet Settings and enable developer mode.
Step 4: After installation, open the application. “Splashtop”, create a new account and use it to log in.

Preparing your laptop

You cannot connect Surface RT as a second monitor in Windows 11 directly because this device does not support Wireless Display technology, which is available in newer versions of Surface.
